FRANCE 98, the French Organising Committee of the 1998 World Cup

ROLE AND ORGANISATION:

The French Organising Committee of the 1998 World Cup, FRANCE 98, was set up on the initiative of the French Football Federation (FFF) on 10 November 1992.

Presided over by Fernand Sastre and Michel Platini, FRANCE 98 brings together in its deliberating bodies (Executive Committee, Board of Directors, General Assembly) representatives of the national football organisations, which make up the majority, representatives of the state and the local authorities of the host cities, as well as personalities from the world of football.

The aim of the Committee is the preparation and organisation of the World Cup in conformity with the terms and conditions laid down by FIFA and the financial agreement signed with the French state.

The General Assembly elects a Board of Directors, which in turn appoints an Executive Committee which is presided over by Fernand Sastre and Michel Platini and made up of the following members:

Claude Simonet,
President of the French Football Federation;
Noël Le Graët,
President of the National Football League;
Eric Barbaroux,
Representative of the Minister of Youth and Sports;
Noël de Saint-Pulgent,
Interministerial Delegate to the 1998 World Cup;
André Delélis,
Mayor of Lens, representative of the host cities.

The general management, entrusted to Jacques Lambert, and the Committee's various operational Divisions, work under the authority of the Executive Committee and its two Co-Presidents.

The management team carries out all the assignments for which the Organising Committee is responsible: Finance and Human Resources, Sports Competitions Facilities, Media and Telecommunications, Information Technology, Logistics, Marketing and Partnership, Ticketing, Press and Communication, Security and Accreditations, Venues and Special Events.


FINANCING AND BUDGET:

To finance its expenses, the Committee receives no public funds or grants. It is up to the Committee to balance its budget from two main sources of income: the commercial affiliates and ticket sales.

This budget is updated each year to take account of changing costs (rising and falling) and known or probable trends in revenues and expenses.

This budget covers the expenses of the organisation and the investments made in facilities such as the media centers, the hospitality villages and the accreditation centres. It does not cover the expenses connected with the construction or renovation of the stadiums.
