The organisation of the 16th World Cup in 1998 and the recent topping of the two million membership mark are both important events marking the end of this century in French football. They are proof of the sport's strength and vitality. Two million members, half of whom are aged under twenty - this is the result of action at all levels, from the smallest club up to the national technical authorities, by both salaried and unpaid workers. The organisation of one of the most important sporting events at the close of this century is not only an honour, but also a wonderful challenge which will mobilize the whole of French football. This document describes for you its organization and strengths.

A FOOTBALL FESTIVAL
In the street and in the neighborhood the FFF carries out information campaigns in local neighborhood areas. Football is a popular sport, and the Federation is conscious of this. It participates fully in the social integration effort in so-called underprivileged areas. The football festival also includes street football, the most accessible form of football. In 1995 the FFF, with the help of Adidas, launched the Kid's Football Challenge, a street football competition aimed at 9 to 13 year olds. It was a complete success !

In topping the symbolic two-million membership mark, the Fédération Française de Football has consolidated its place as leader in terms of numbers. Of the two million enthusiasts, almost 800 players have made a passion for football their trade. Furthermore, there are 25,000 girls who play football: the first championship was organised in 1974. One million players are under 20. There is no doubt that football is the youngsters' sport.

After the yellow card, the red card, and the green card, we now have the blue card. To valorize a worthy gesture and a good game, to reward sportsmanship, and to discourage and denounce a lack of sporting ethics - these are the aims of this operation launched by the FFF along with the Association Internationale contre la Violence dans le Sport.
We hope that the spirit of the blue card, emblem of fair play, will be a sign to rally all those who desire a great and noble sport.
